The Opportunity 

Duties: Powerex Corp. has a full-time regular opportunity for an innovative leader and relationship builder to help advance Powerex’s market access and regulatory success. Reporting to the Vice President, Trade Policy, the Director of Market Policy and Industry Relations (“Director”) will be responsible for the ongoing identification and evaluation of regulatory, policy and market issues relevant to Powerex’s success in the Western energy markets. Specifically, they will seek to maximize Powerex’s ability to purchase and sell clean electricity products and services in the various markets across the West.

The Director will be responsible for monitoring market development efforts and analyzing the impact of existing and proposed environmental policies, market rules, tariffs, and business practices on market access and market outcomes. They will be responsible for developing Powerex’s response to those proposals in conjunction with Powerex Managing Directors and Senior Management. They will also be required to represent Powerex’s interests in public forums, including in consultations with national and international industry participants and with relevant regulatory bodies and/or governments as appropriate. Additional responsibilities include directing the preparation of supporting documentation and policy materials in the course of regulatory proceedings and provide policy support in the event of business disputes, arbitration and litigation.

The Director will play a key role in ensuring Powerex is equipped with the necessary legal, regulatory, and policy frameworks to best deliver products and services to the Western energy markets. Moreover, an understanding not only of how market and policy changes occur, but how best to influence positive outcomes for Powerex will be critical to the long-term success of this role. The Director must be a self-starter, with exceptional analytical and communication skills.

Qualifications: Our client broadly and inclusively welcomes applications from all qualified candidates, with at least eight years of relevant legal, economics, and/or lobbyist experience, preferably in energy/regulatory policy, and/or with an advanced understanding of economics in the areas of auction theory, game theory, industrial organization, and/or competitive market design.

Candidates with other academic qualifications, but demonstrable knowledge of the aforementioned areas will also be considered. The ability to build relationships and effectively interact with senior representatives in corporations, regulatory bodies and/or government are equally important capabilities for the successful candidate in this role.

Excellent writing skills and the ability to clearly convey complex issues at a high level are also critical to success. Knowledge of the electricity trade industry along with U.S. and Canadian regulatory policy would be a key asset.

The Director will be ideally situated in Powerex’s Vancouver head office. As Covid related travel restrictions ease, it is expected this role will require regular travel between the Canadian and US markets.
