Integrity Commissioner (CLOSED)
The Opportunity
The City of Vancouver recently enacted a new Code of Conduct By-law and has retained Mosaic Executive Search in the search to hire an Integrity Commissioner to help establish an ethics regime. The Integrity Commissioner will be responsible for providing education and advice to Councillors and Advisory Board Members, as well as investigating, reporting findings and making recommendations on sanctions for potential breaches of the By-law.
As this is a new position, the Integrity Commissioner will also need to work with City staff to develop a public facing website and general intake and process forms.
The successful candidate will have senior-level management, legal, judicial and/or quasijudicial experience. They will ideally also demonstrate an understanding of the principles and practices related to local government legislation, municipal bylaws, policies and procedures. Candidates with applicable experience in other relatable regulatory and adjudicative contexts, such as a law society, administrative tribunal, or the judiciary, will also be considered.
The successful candidate will have deep knowledge of, and hands-on experience with, the investigatory processes, superior interpersonal and communication skills, and the ability to exercise ethical and sound judgement with discretion and confidentiality. They will also be and remain free of any perceived or actual conflicts.
The Integrity Commissioner will be retained by the City on a two-year term with the possibility of an extension—this is not a full-time, permanent role and can be assumed as a part of a lawyer’s ongoing practice. The Integrity Commissioner will have the ability to maintain confidential records and an independent budget.
