About Entre Nous Femmes

Entre Nous Femmes Housing Society (ENF Housing Society) is a non-profit housing association founded in 1984 by three women who wanted to make life better for themselves and for other single mothers and their children. “Entre Nous Femmes” in its translation is “Amongst us Women”, speaks not to the individual but about “us together” in community—a philosophy ENF still follows today.

ENF Housing Society historically focused on housing single mothers and has evolved to providing safe, healthy, and affordable housing for a diverse range of residents including families, seniors, and individuals.

ENF Housing Society now operates with a $5M budget and manages eleven affordable housing complexes including over 400 subsidized (geared to income) and “low end of market” suites throughout Vancouver, Surrey, and North Vancouver. Read more details about the organization on their website.


The Opportunity 

Executive Director ENF Housing Society is seeking qualified candidates to apply for their Executive Director position. Reporting to the Board of Directors, the Executive Director is responsible for providing strategic and operational leadership to the organization in accordance with the overall direction set by the Board of Directors.

Leadership responsibilities will include directing and guiding the organization's activities and developing and implementing strategies to further advance the organization's purpose through its team of five staff, comprised of administrators and property managers, who all report to the Executive Director.

As ENF Housing Society operates with a lean yet high performing team, the Executive Director will be tasked with overseeing all aspects of the organization’s business and operations including but not limited to strategic/operational planning, property planning/management, real estate development, financials, HR, fund development, contract negotiation, and stakeholder relations.

Key priorities for the new Executive Director will include participating in the creation of a new strategic plan and assuming leadership (with support of the Board’s Development Committee) of ENF Society’s redevelopment of their 46-unit Alma Blackwell building in East Vancouver.


Key Responsibilities 

Strategic Planning and Board Relations

  • Works with the Board in developing a strategic plan, and further translates that plan into measurable operational goals and priorities that best serve the ends of the organization

  • Keeps the Board of Directors informed of progress toward achieving operational goals in accordance with the established reporting calendar, and of any internal issues that could have significant impact on the organization's liability, reputation, and financial performance

Operations

  • Designs, implements, and evaluates policies, programs and standard practices that ensure the efficient, effective, and ethical operation of the organization, including financial management, property management, human resource management, risk management, and stakeholder relations

  • Ensures the operation of the organization meets the expectations of its tenants, Board and funders, and is in compliance with all documented executive limitations

Property Planning and Management

  • Oversees the provision of a range of housing options that are safe and secure, affordable, clean, aesthetically pleasing and supportive of a respectful environment and diverse community

  • Maximizes resident occupancy and ensures the qualifications and suitability of residents in support of a respectful and diverse environment

Real Estate Development

  • Champions the society’s strategic efforts to increase its stock of non-market units in line with the strategic direction set by the Board

  • Directs teams of development consultants, project managers, relocation specialists in the development or redevelopment of any of the organization’s affordable rental housing project(s)

Financial Planning and Management

  • Manages revenues and costs to strengthen the financial health of the organization

  • Manages the acquisition of funds from BC Housing by receiving, reviewing and commenting on annual property budgets to funders and pursuing other avenues for securing government grants and funding

Human Resources

  • Builds and supports a high performing team of employees and contractors through the effective leadership and management of people

  • Determines staffing and resource requirements to sustain efficient and effective operations and develops and implements human resource policies, procedures and practices to create a positive, healthy and safe work environment

Risk Management

  • Identifies and evaluates the risks to the organization's people, property, finances, goodwill, and image—and implements measures to control such risk

  • Determines staffing and resource requirements to sustain efficient and effective operations and develops and implements human resource policies, procedures and practices to create a positive, healthy, and safe work environment

Stakeholder and Community Relations

  • Establishes and maintains contact with key stakeholders including provincial and municipal governments, other not-for-profit agencies, and tenants to further the organization's work

Fund Development

  • Creates and implements fund development plans for securing funding beyond that provided through government funding and grants


Essential Qualities & Experience 

The ideal candidate will be an emphatic and strategic leader who is clearly aligned with ENF Housing Society’s mission of “…enhancing people’s lives through the creation of communities that provide affordable, safe and secure housing.”

They will come with a versatile skillset, with a combined ability to be hands-on with core administrative functions such as HR, IT, financials, and stakeholder relations, while leveraging the collective expertise and harnessing the full potential of the team.

Additionally, they will have a demonstrated track record of working collaboratively with Boards; clearly articulating and respecting the responsibilities between the Board and executive, grounded in strong judgment, integrity, and timely communication.

ENF Housing Society welcomes credibly experienced leaders to apply, but will prioritize candidates who have:

Substantial leadership and broad operational experience in an organization of comparable complexity or size, managing a team of direct reports;

  • A solid track record of reporting to Boards;

  • A proven ability with government, community and other stakeholder relations;

  • An understanding of developing and executing financials and business plans;

  • Project management experience, an ability to oversee multiple projects concurrently;

  • The ability to leverage a range of technologies to support organizational efforts; and,

  • Familiarity with government funding and entrepreneurship within non-profit settings.

Experience with property management, affordable housing, BC Housing, or development is an asset, though executive leaders with applicable skills from adjacent sectors will be considered.


Compensation & Search Process 

ENF Housing Society’s Executive Director position is a strategic leadership role and is budgeted to pay competitively within the sector, depending on experience.

The search process may include conventional longlist, shortlist, and committee interview stages. We will request for finalists to offer comprehensive references, and complete a thorough background check.

We expect to complete our first review of applications by November 3, 2021.
