On December 16, 1955, a group of dedicated parents founded what is now called Community Living Victoria (CLV). Today, with a budget of over $18M and accreditation through CARF, CLV, which is unionized, is the largest non-profit community living service provider on Vancouver Island.
CLV’s mission is to support people with intellectual disabilities together with their families and support networks by promoting their full citizenship and inclusion within the community. With a team of 326 staff, CLV provides a range of support services to children, youth, and adults with intellectual disabilities and their families including, among others, residential services (independent living, supported living, home share), community inclusion, employment services, family support, and youth services.
CLV’s work is guided by its values, experience, and history and it draws support from its strong roots in the community. The organization is known as an innovator and leader in the sector — they were the first community living organization in British Columbia to offer employment services and also the first to offer supported apartment living.

The Opportunity
Executive Director
CLV is seeking qualified candidates to apply for their Executive Director position. This position is one of the most impactful non-profit leadership roles on Vancouver Island and throughout BC’s community living sector. The opportunity has been proactively set up for success as the long-term incumbent, who is retiring from the role following decades of exemplary service, will be available to support and co-create the onboarding process to ensure a smooth transition.
The new Executive Director will inherit a top-performing organization with an excellent reputation throughout the sector and with funders, operated by an experienced, collegial, and capable team of direct reports and governed by a committed, responsive, and diverse Board. Accordingly, the Executive Director will be empowered to focus on strategy, board and community relations, and high-level management.
The initial priorities for the new Executive Director, which are subject to shifting dynamics and guided by the CLV’s 2021-2024 Strategic Directions (“Strategic Directions”), may include:
Assuming leadership of CLV’s head office and 41-unit affordable housing redevelopment project;
Succession planning, recruitment, and retention with a diverse and engaged workforce;
Modernizing the organization’s systems and technologies;
Advancing and evolving the organization’s programming and services; and,
Progressing CLV’s financials and fundraising opportunities.
Reporting to the Board, the Executive Director is accountable and responsible for the development, implementation, and evaluation of all CLV programs. This includes ensuring that the development and maintenance of sound organizational, program, and management systems are in keeping with the Board’s direction, as set out in the Strategic Directions. The Executive Director is also the non-voting secretary of the Victoria Community Living Foundation (VCLF), CLV’s fundraising entity, and provides ongoing support to the VCLF.
Responsibilities include the development and implementation of personnel, labour relations, staff, and financial and program policies and procedures. The position, as guided by the Board, determines the program objectives for the organization and directs the same to execute the overall mandate of CLV’s membership.
Specific accountabilities include:
Managing and administering staff and resources to deliver services to individuals supported to develop, execute and monitor a program that will provide for the effective delivery of CLV’s programs;
Evaluate the performance of management staff to ensure that work performance is maintained;
Direct and assign workload to staff according to Board and CLV priorities;
Provide timely program reporting procedures to ensure CLV’s affairs are in compliance with Board and public standards of probity; and,
Foster and maintain a positive employer-employee relations environment.
Essential Qualities and Experience
The ideal candidate will be an experienced and strategic leader who is clearly aligned with CLV’s mission and values.
As CLV’s leadership team and Board are highly experienced and collectively enjoy a depth of history with the organization, CLV will be drawn towards applicants who demonstrate a “coach approach” to leadership and have a track-record of building consensus and effectively communicating with all stakeholders.
CLV will also prioritize leaders with a patient, comprehensive, and person-centered approach to innovation and change—those who understand the unique needs within the community living sector as well as the dynamics of unionized environments. While CLV is consistently recognized for its innovation within the sector, major changes are always inclusively planned, carefully communicated, and executed with a commitment to better supporting the individuals served.
CLV welcomes credibly experienced leaders to apply, but will prioritize candidates who have:
Substantial leadership and broad operational experience in an organization of comparable complexity or size, managing a diverse team of direct reports;
A track record of thought leadership, engagement, and innovation within their field;
Strength with financial literacy and budgeting;
Knowledge of person-centered service and program delivery;
An understanding of the Carver Model and a solid track-record of working effectively with Boards or Committees;
Awareness of Equity, Diversity and Inclusion best practices;
Managed within a unionized environment and come with bargaining experience;
A proven ability to work with government, community, and other stakeholders;
Expertise in developing and executing strategic, financial, and business plans;
Project management experience—an ability to oversee multiple projects concurrently;
The ability to leverage a range of technologies to support organizational efforts; and,
Familiarity with government funding and entrepreneurship within non-profit settings.
Experience within the community living sector will be a major asset, however, leaders with applicable experience in adjacent sectors, such as (but not limited to) housing, assisted living, senior living, social services, healthcare, and hospitality, are also encouraged to apply.
Compensation & Search Process
CLV’s Executive Director position is a strategic leadership role and is budgeted to pay competitively within the sector, depending on experience.
The search process may include conventional longlist, shortlist, and committee interview stages. We will request for finalists to offer comprehensive references and complete a thorough background check.
