Headquartered in Port Coquitlam, Community Integration Services Society (“CISS”, the “Society”) is a dedicated non-profit organization focused on enhancing the quality of life for adults with developmental disabilities and their families. Established nearly 35 years ago, the Society provides specialized Community Inclusion Services and L.I.F.E. Services designed to empower individuals to lead fulfilling lives.

Operating with approximately 40-50 staff in a unionized environment and a budget of $4M, primarily funded through Community Living British Columbia (CLBC), the Society offers a wide range of day program services for adults living with disabilities in the Tri-Cities and North Vancouver.

CISS is unique in its express strength and expertise in high quality, person-centered programs and community inclusion; they do not offer housing services. Program initiatives include various levels of life skills training, education, employment, community involvement, and social activities. In response to evolving community needs, CISS recently launched the L.I.F.E. Program, designed to support individuals who do not require full-time day programs but benefit from learning and employment opportunities, inclusion, friendship through community connection initiatives. CISS is also currently planning to launch two coffee kiosk social enterprises.

The Opportunity

Executive Director

CISS is seeking a compassionate and visionary leader to guide the organization into its next chapter. The new Executive Director will oversee all aspects of the Society’s operations, including program development, stakeholder and community engagement, fundraising, staff management, and financial stewardship.

This role presents a unique opportunity to take the helm of a beloved and well run mid-sized agency, which has enjoyed exceptional accreditation reviews and a strong reputation within the sector by intentionally protecting the quality and scope of its services, while taking on new opportunities aligned with their community’s needs.

With a dedicated team and supportive Board, stable funding and financial reserves, and a solid operational foundation, the new Executive Director will be empowered to shape the future of CISS, advocate for enhanced standards of care, and build upon its extensive partnerships within the community. Among other priorities, the new leader will assume responsibility over CISS’ social enterprise initiatives and will be instrumental in navigating the Society through the evolving landscape of community living services and the ongoing pressures within the sector.


Key Responsibilities

The Executive Director’s main responsibilities include but are not limited to:

Board Relations and Governance:

  • Assists the Board of Directors, in consultation with the President, in planning, formulating, and implementing plans to further Society objectives.

  • Executes all decisions of the Board of Directors and keeps them fully informed on the conditions and operation of the Society.

  • Prepares agendas, provides background information for Board decision-making, attends as required, and delivers written and oral reports at Board meetings.

  • Assists the Board of Directors in identifying key issues and trends in disability services, explores opportunities to expand service delivery, and recommends and implements policy improvements.

  • Develops and maintains effective working relationships with government ministries, organizations, and the community at large.

Strategic and Operational Leadership:

  • Develops, directs, coordinates, and evaluates approved programs, projects, and major activities of the staff.

  • Recruits, evaluates, and manages staff in accordance with Society Policies and Procedures.

  • Participates and oversees the business of the Society and its relationship with the Union, the Labour/Management meetings, and any complaints/grievances put forward by the bargaining unit.

  • Participates and oversees complaints or recommendations to the Society by the staff, clients, or other stakeholders of the Society.

  • Evaluates and monitors: Program planning, Performance improvement, Strategic plan, Accessibility Plan, Technology Plan, and Risk Management.

Financial Management:

  • Ensures timely completion of financial reports that reflect fiscal performance against the approved budget and oversees the annual audit process to maintain financial accountability.

  • Ensures responsible budget management by safeguarding all financial and physical assets while overseeing payroll and financial statement preparation.

  • Seeks external funding in the form of grants and donations from public and private sources.

Community Engagement and Advocacy:

  • Builds strong relationships with families, caregivers, government agencies, and community partners to enhance advocacy efforts.

  • Acts as the primary liaison between CISS and external stakeholders, promoting the organization’s mission and values.

  • Attends seminars and conferences or other relevant educational courses as approved by the Board of Directors, in order to maintain current professional knowledge and skills.

  • Provides education on Society programs and promotes activities of the Society.


Essential Qualities and Experience

  • Proven progressive leadership experience, with a minimum of three years leading a similar non-profit organization, preferably at a Director or more senior level, including knowledge of the legal responsibilities and constraints within a similar setting (day and individualized programs in community living, seniors care, community recreation, etc.).

  • Education and relevant experience working with individuals with disabilities are essential.

  • Demonstrated success in financial management, fundraising, and program development; specific knowledge of the community living sector and experience navigating the complexities of funding and service delivery are assets.

  • Excellent communication and interpersonal skills, with a proven ability to inspire and engage staff, volunteers, and stakeholders.

  • Ability to work collaboratively with a Board of Directors, funders, and community partners to advance CISS’s mission and strategic objectives.


Compensation and Search Process

CISS offers a competitive compensation package, including a salary range budgeted between $140,000-$160,000 depending on experience, benefits, and Municipal Pension Plan enrollment.

The search process may include longlist, shortlist, and committee interview stages. Finalists will be asked to provide comprehensive references and complete a thorough background check. We expect to process our first review of applications by Monday, April 28th, 2025.
