The Bloom Group (“Bloom”) responds to the most urgent needs of Vancouver’s Downtown Eastside and operates on the unceded territory of the Coast Salish peoples, including the territories of the xʷməθkwəy̓əm (Musqueam), Skwxwú7mesh (Squamish), and Səl̓ílwətaʔ/Selilwitulh (Tsleil-Waututh) Nations.
Since 1961, Bloom has led many of our Vancouver’s most progressive social services to reduce homelessness, provide end-of-life care for individuals with mental health challenges and addictions, ensure women-led families in crisis can stay together as they rebuild their lives, and much more.
Now, Bloom is one of Vancouver’s largest social services and housing providers with over 250 employees, 65 volunteers, and an annual budget of $18M. Their low-barrier services are inclusive and available to all individuals in need, regardless of their circumstances, and without conditions. Current initiatives include an expansion project to double the capacity of Powell Place Women’s Shelter and the transformation of the former Remand Centre at 250 Powell Street into 96 Units of Affordable Housing.
Bloom collaborates with a wide circle of partners to share expertise and resources to affect broad change that would not be possible in isolation.

The Opportunity
Director of Services
Reporting to the Executive Director, Bloom’s Director of Services is one of the organization’s most impactful leadership positions, overseeing the majority of the organization’s core services: women and children, supported housing, hospice, and food services.
The Director coaches, inspires, and leads four experienced managers: the Manager of Services to Women and Families; Manager of Hospices; Manager of Food Services; and, the Manager of Supported Housing. These managers, in turn, supervise 200 union and non-union staff and are responsible for the delivery of approximately $11M in services annually.
This position emphasizes people, best practices, and decolonization in the delivery of services, ensuring the organization meets its concurrent and equal commitments to the people they serve, employees, funders, donors and their communities.
As a member of the leadership team, and in accordance with all relevant standards, regulations and accepted practices, the Director of Services is responsible for:
Ensuring that effective person-centred principles and practices are in place and used to drive decisions in planning for current and future services within the portfolio
Implementing and evaluating of the Program’s Quality Assurance Framework
In collaboration with the leadership team, ensuring that services and programs delivered by Bloom are of the highest quality, reflecting best practices
Coaching and supporting respective team members to establish and meet both goals and standards of performance
Collaborating with service delivery leadership and teams to ensure related goals are aligned, met, and communicated across the society
Providing the outstanding leadership, management, and vision necessary for Bloom to have effective operational, administrative and financial management systems
Leading the strategic development of the portfolio; working with internal leaders and external partners to realize opportunities for new services to support current and future clients and communities
Ensuring programs and services provide effective integration of the full range of services and supports while including cultural safety, positive supports, and a healthy environment of people served and employees
Essential Qualities and Experience
Bloom welcomes all credibly experienced leaders to apply, however, considering the seniority and authority of this position, they will prioritize candidates who have:
A minimum of 10 years of experience in the not-for-profit structures and familiarity with best practices as it relates to person-centred practise, quality assurance mechanisms, and contract management.
A Master’s Degree in Social Work, Nursing, or other Human Services or Health Care discipline. Preferably registered within a recognized professional association in BC.
A minimum of 5 years of experience at a senior management level in health, social housing or social services, with at least 5 years in an urban community setting.
An ability to consider and construct practices that acknowledge and incorporate the experiences of persons who are marginalized on the basis of gender, race/ethnicity, economic status, language, culture, age, disability, sexual orientation/identity, and/or gender identity.
Extensive knowledge of the care of citizens with health, social housing, and social challenges in an urban community, and of community healthcare and social housing systems and practices, including strength-based models of care.
Ability to empathize and work with people who have experienced abuse, poverty, and/or family violence, addictions issues, AIDS, and other life-limiting illnesses, mental illness, and multiple losses.
A combination of education and experience will be considered for those with a minimum of 10 years professional social housing or social service delivery experience.
Compensation and Search Process
Bloom’s Director of Services opportunity is a strategic leadership role and is budgeted to pay competitively within the sector, depending on experience. The salary range for this role will be between $115,000 and $120,000, in addition to excellent benefits including access to a defined benefit pension (MPP) and a competitive vacation allowance.
The search process may include conventional longlist, shortlist, and committee interview stages. We will request for finalists to offer comprehensive references and to complete a thorough background check.
